By studying the development trend of international CBD, this plan shapes the Racecourse area into a pioneering cultural living room of Guangzhou, different from Zhujiang New City, and presents a boundaryless gathering place for all-time sharing of diversified communities by implanting the four major functions of consumption+sports and leisure (Charming Neighbourhood), community+artistic experience (Fireworks Neighbourhood), innovation+science and technology exchanges (Sci-Innovation Neighbourhood), and business+cultural experience (City Living Room).

In terms of urban spatial image, on the basis of preserving the cultural heritage of the Racecourse, the programme establishes a city landmark cluster linking the twin parks on the east side to lead the city skyline, and a group of humble cultural clusters on the north side to continue the urban cultural axis of Jinan University.
